The EPA is looking to extend the Oil Spill Prevention Control and Countermeasure or SPCC deadline from November 10, 2011 to May 10, 2013 giving only farmers an 18 month extension to meet the guidelines. Bill Robertson, Manager of Cotton Agronomy and Physiology for the National Cotton Council, says this rule will be final November 7th unless EPA receives adverse comments before November 2nd.
